David Milliron, ICMA-CM Connecticut is experiencing the same challenges. In most cases it is a real struggle to fill key positions like Building Inspector, Zoning Enforcement Officer, Engineer, etc. I think there is more we can do with respect to regionalization.

    We proudly announce the acquisition of two All Traffic Solutions SpeedAlert 24 trailers equipped with advanced Automatic License Plate Recognition (ALPR) and messaging capabilities. This cutting-edge technology, purchased for $55,687.39 using federal American Rescue Plan Act (ARPA) grant dollars, will significantly enhance our traffic monitoring and safety measures, ensuring a safer community for all.Chief of Police Cal Mitts shared, "We are excited to integrate the SpeedAlert 24 trailers with ALPR technology into our traffic safety efforts. This state-of-the-art equipment will greatly enhance our patrol officers' ability to monitor traffic, gather critical data, and respond to community concerns. The public needs to know that these trailers are not intended to issue speeding citations via mail. Instead, they serve as an educational tool to inform drivers of their speed and collect valuable data.     On Wednesday, the City of North Bend honored and celebrated our remarkable resident, Anna "Penny" Luise Penrod Dahl, who turned 100 years old!Born on July 17, 1924, in Diamond Springs, KY, Penny grew up in Dayton, Ohio, near two U.S. Army air bases. Inspired by her surroundings, she was determined to serve her country.In 1941, at 17, Penny wanted to join the Women Accepted for Voluntary Emergency Service(WAVES) but was too young. Instead, she contributed to the war effort by working in a machine gun factory until she turned 20. After graduating high school, she joined the WAVES, the women's branch of the U.S. Naval Reserve established during WWII.Penny attended boot camp in New York City, followed by training in Georgia, and was stationed at a naval air station in Corpus Christi, Texas. As a storekeeper at the commissary warehouse, she ensured that canned foods for dependents on the base were stored correctly. Penny served for the duration of the war plus an additional year to assist with transitioning her duties back to men returning from overseas.After her service ended in 1946, Penny used her G.I. Bill to attend business college in Dayton. She continued to serve her country in the Civil Service from 1948 to 1950 and was later transferred to Clark Air Force Base in the Philippines. Penny earned the American Campaign Medal and WWII Victory Medal throughout her service.Penny married Edward, a U.S. Air Force veteran, in 1951. Edward, who served as a gunner on a B-17 during WWII and fought in the Korean War, passed away in 2018. They were married for 67 years and were blessed with two children, Mark and Gail, who both served in the military. Penny is a proud grandmother to three grandchildren and three great-grandchildren.At 100 years old, Penny reflects on her life with gratitude. "I’ve enjoyed my life, and I think I was fortunate. I have a lot of very good memories," she says.Inland Point Retirement Community staff coordinated a 100-year parade celebration for Penny, including the North Bend Fire Department, North Bend Police Department,AMVETS, and Oregon South Coast Patriot Guard Riders.Mayor Jessica Engelke asked what advice she might have. Her answer: "Enjoy life ... don'tfall, that's one thing that's going to keep you healthy ... and you have to have an interest in life ... be with people."Thank you, Penny, for your service and dedication. We are humbled and grateful for your incredible contributions and your family.     We had a wonderful time on Saturday celebrating the 75th Anniversary of the French Merci Train during North Bend's 2024 July Jubilee! This special event commemorated the history and significance of the French railcar, known as the "forty & eight," from its use in World War I to carry 40 men or eight horses. After World War II, the French gave each U.S. state a decorated gift-filled car in appreciation for the aid provided during the war. Oregon’s railcar arrived in North Bend in 2006 and was lovingly restored by the American Legion’s “Forty & Eight” Society.We are thrilled to announce the upcoming relocation of the French Merci Train Car to downtown North Bend at the new Visitor Information Center, located at U.S. Highway 101 and California Avenue. The railcar is situated in Simpson Park and will soon be more accessible to visitors and residents. The move is expected to occur in the spring.The Core DNA and SymbolismThe boxcars are a significant part of history, reflecting the longstanding friendship between the United States and France. This relationship dates back to the American Revolution and continued throughout World Wars. The American Legion’s "Forty & Eight" Society adopted the boxcar as a symbol to remember these historical ties and the sacrifices made during those times.The Origin of the Merci TrainPost-World War II, Europe was left in devastation. An American newspaperman, Drew Pearson, initiated a humanitarian relief effort, asking Americans to donate food and supplies for the famine-stricken regions of Europe. Oregon contributed three boxcars worth of food and supplies, part of a more significant effort called the Friendship Train. This train transported 700 boxcars worth $40 million in aid to France and Italy.The French Response: The Merci TrainIn gratitude, a French railway worker suggested thanking the American people with the "Merci Train." Each of the 48 states received a boxcar decorated with the coats of arms of the 40 French provinces, filled with various gifts, such as dolls, statues, clothes, letters, ornaments, art, and furniture.Oregon’s Merci Boxcar JourneyOregon's boxcar arrived in Salem in February 1949 for display. Later, it moved to Astoria and then Fort Stevens State Park near Warrenton, where it was exhibited for several decades. In 2006, the Oregon Army National Guard’s 1249th Engineer Battalion transported this historic boxcar from Fort Stevens Park to its current home in Simpson Park, North Bend.The Importance of the Merci BoxcarThe Merci Boxcar reminds us of the generosity and friendship between nations, particularly in times of need. It highlights the significance of humanitarian efforts and the hope for peace. The red poppy displayed alongside the boxcar symbolizes the sacrifices made in the past and the aspiration for future peace.#northbendoregon
